Understanding the framework

The framework has been developed jointly by a multi agency group including CWDC, TDA, IDeA, government departments and offices, NHS and local areas.

It describes what an integrated and high quality workforce looks like at local level. It is represented as a rainbow with seven colour arcs based around the Every Child Matters Outcomes - making eight areas of focus. The main elements of workforce reform are portrayed, identifying the characteristics of a "fragmented" and an "integrated & high quality" workforce within each arc.

The framework also identifies what success looks like from the perspectives of a child, a practitioner, a team, a service and a children's trust.

The framework sets out clearly what each children's trust should be working towards.

As part of strengthening the tool to look at workforce challenges associated with safeguarding, a safeguarding version of the framework  has been developed specifically for this area.
